This part-time position will support our clients at the National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) West Coast Region (WCR) Sustainable Fisheries Division (SFD) to conduct NEPA and ESA Reviews for Puget Sound Hatchery Programs.
LOCATION:
This position will be primarily remote, providing part-time (up to 520 hours per year) support for the NMFS WCR SFD, Anadromous Production and Inland Fisheries Branch staff working from NOAA offices in Lacey, WA, Portland, OR and Seattle, WA.
POSITION DUTIES:
The successful applicant will support WCR SFD staff in the development of:
- Two ongoing Environmental Assessments (EAs) for salmon and steelhead hatchery programs in the Puyallup-White and Skokomish watersheds.
- Other Environmental Impact Statements (EIS) or EAs for hatchery programs in the Deep South Sound, Skagit River, and other watersheds in Puget Sound.
- ESA section 4(d) approvals in compliance with the National Environmental Policy Act (NEPA), by performing environmental analyses of the hatchery programs.
KEY TASKS:
- Prepare EA and EIS resource sections and chapters, including water resources (quantity and quality), socioeconomics, cultural resources and biological sections (fish and wildlife); conduct research; and analyze impacts from hatchery program expansion.
- Strong writing responsibilities to independently draft EA and EIS chapters, respond to comments, and finalize documents. After the documents have received public comment, help prepare the final EA or EIS as needed.
- Help prepare new draft EISs or EAs for yet to be determined locations.
- Prepare documents using the EIS and ESA document formats and approaches supplied by NMFS, and as guided by the Project Leader, compile information, provide analyses, draft materials for review, and perform revisions to the EA/EIS
- Using NMFS NEPA style guides, provide technical and QA/QC reviews of EA/EIS documents, support word processing of draft and revised documents following NMFS internal review, and compile finished EA/EIS documents for NMFS clearance.
QUALIFICIATIONS:
The successful candidate will be expected to demonstrate the listed qualifications in their resume and interview:
Required Qualifications:
- Bachelor’s degree, or higher, from an accredited college or university with a major directly related in a field of study as related to the requirements of the specific task order with emphasis in physical sciences, fisheries, oceanography, social science, ecology, natural science, mathematics, or hydrology, plus one (1) year of experience in related field or combination totaling five (5) years combined education/experience.
- Expertise and experience with processes, document preparation, and production of natural, physical and social resource areas.
- Past experience publishing scientific papers.
- Familiarity with the effects of hatchery projects on natural resources, including water quality and use, potentially affected listed and non-listed aquatic and terrestrial fish and wildlife species, fisheries, socioeconomics, environmental justice, human health, and cumulative effects.
- Demonstrated versatility and strong writing skills in a variety of resource areas with an ability to independently conduct studies, analyses, and prepare documents.
- Strong verbal, writing, and organizational skills.
- History of success in team-based project execution, working as both lead and contributor on diverse multi-disciplinary teams.
- Demonstrated flexible and proactive approach to problem solving – working beyond immediate obstacles to identify and collaboratively define and implement solutions.
- Demonstrated ability to plan and execute long term projects, including setting timelines and milestones, balancing priorities.
COMPENSATION:
Compensation will be determined based on the experience and qualifications of the successful applicant in combination with contract budget. The hourly wage range is anticipated to be roughly $35-$65 depending on candidate qualifications and client budget. This is a part-time position with an estimated average of 10 hours per week, and would only be eligible for a limited benefit package, including 401(k) program eligibility,.
